"Beyond Lisbon: A European Strategy for Globalisation" is the product of six months' work and extensive Europewide consultations within the framework of a mission entrusted to Laurent Cohen-Tanugi by the French government ahead of France's presidency of the European Union. It provides the first assessment of the Lisbon strategy - generally presented as "the European response to globalisation" - established at the initiative of a Member State since its 2005 relaunch, as well as an analysis of the new challenges and opportunities facing the EU in the years to come.Against that background, the Cohen-Tanugi report demonstrates that in spite of its merits, the Lisbon strategy no longer represents a sufficient European response to globalisation not only because of its intrinsic shortcomings, but also because it constitutes solely an internal reform agenda designed to adapt the European economies and societies to globalisation without attempting to influence it. The report advocates a more ambitious strategy beyond 2010 that includes, along with a more effective innovation-based competitiveness agenda ("Lisbon Plus"), an external dimension based on common policies to help Europe shape globalisation and stay in the race in the 21 st century's global economy.Following the mission's interim recommendation, the European Council of March 2008 has officially launched the reflection on a post-Lisbon globalisation strategy. As a pioneer, substantive contribution to this exercise, the Cohen-Tanugi report has been met with significant interest throughout the EU since its delivery to the French government, and is likely to influence future EU policy in this critical area.

Seminar paper from the year 1994 in the subject Politics - International Politics - Environmental Policy, grade: 2, University of Vienna (Institut für Völkerrecht), course: Konversatorium Internationale Environmental Policy, language: English, abstract: Inland water pollution is not a recent phenomena, and is documented throughout history. The general rules and law have therefore a long lasting tradition, but were seriously redrafted in the 20th century. Upon the Harmon Doctrin a considerable international standard of soft law is under development within the UN System as well as at a multilateral and a bilateral basis. Beside that a whole set of academic principles has been developed. Due to this developement, there a a series of principles in the Agenda 21, the Helsinki rules, Helsinki Convention and the Council of Europe. Examples of regional agreements in North America and Western and Central Europe are briefly described. As regards the EU the situation presented does not consider the European Framework Directive Water, but the situation leading to the development of of this legal framework.

Seminar paper from the year 2013 in the subject Politics - Political Systems - Germany, grade: 1,7, University of Potsdam (Wirtschafts- und Sozialwissenschaftliche Fakultät), course: Governing Sustainable Cities, language: English, abstract: The task of this assignment is an attempt to put Berlin's efforts into perspective and to examine Berlin's approach towards becoming a sustainable city from the point of view of a holistic understanding of sustainability. In order to do so the assignment will start with the description of such a holistic conception, namely the so-called pillar-model, which comprises interlinked and interdependent dimensions or spheres of sustainable development - the economy, ecology, political institutions and social aspects. This chapter will combine the description of the model with a summary of two significant documents. Furthermore a special focus already has to be set on issues for sustainable development, that arise from multi-level systems of governance, by analyzing the competences and efforts of the European Union and the Federal Republic of Germany in the political field of sustainable politics - and the deductive obligations for Berlin. As I will demonstrate for the case of legislative principles in the European Union substantial shifts on the superordinate level may affect the local level in the implementation and the conception of one's own initiatives. Afterwards, I will present two initiatives of Berlin - Berlin's Local Agenda 21 and the Environmental Relief Programme (ERP). All of these programmes have to be put into perspective in my conclusion, whether one can talk about a genuine approach of the Land of Berlin, or if Berlin just complies with its obligations in the multi-level political system. Throughout the assignemt I will follow the assumption, that Berlin is heavily bound by systematic obligations and financial constraints. In those areas, where the city finally designs and implements programmes, it is obliged to do so and to rely on financial support to conduct the initiatives, respectively this support is a significant incentive.

Getting to Grips with Green Plans

One of the more significant recommendations to emerge from UNCED in 1992 was the call in Agenda 21 for countries to develop and implement national sustainable development strategies. Most countries have responded to this challenge. However many countries also have a long history of drawing up planning exercises at this level to deal with environmental problems. 'Green planning' is now used as a shorthand term for a range of such national-level planning initiatives covering both sustainable development and environmental concerns, and countries from the North and the South can benefit from a pooling of knowledge. Getting to Grips with Greens Plans presents a cogent analysis of industrial countries' experiences in this area, drawing out lessons and observations from broad empirical experience. Part 1 provides an overview of national green planning, reviewing its origins and scope, identifying popular approaches and common processes, highlighting important issues such as participation, the influence of domestic politics, and the track record of more ambitious regional plans, and comparing approaches in developed and developing countries. Part 2 goes on to present a series of detailed case studies, drawn largely from interviews with key individuals responsible for coordinating national green planning processes. These cases come from a range of Western and Eastern European countries, the US and Canada, and Australia and New Zealand. Some of these case studies show impressive records of achievement, whilst others demonstrate potential stumbling blocks. All demonstrate the difficulty of putting the concept of sustainable development into practiceBarry Dalal-Clayton is director of the Environmental Planning Group at the International Institute for Environment and Development, London. In recent years, Dr Dalal Clayton has been deeply involved in analyzing approaches to national sustainable development strategies and environmental action plans in many countries, and in advising governments and international agencies in this field. His other current research interests include environmental impact assessment, community-based wildlife management and land use planning. Originally published in 1996

Buying into the Environment

Green purchasing - or eco-procurement - by local and central governments has long been recommended in documents such as Agenda 21 to be a key - although sometimes supplemental-ingredient in the achievement of more environmentally responsible economies. Certainly, sustainable consumption cannot be considered a realistic goal without the full engagement of public authorities. Many initiatives have been undertaken in OECD countries, most successfully in Japan and Denmark where green public purchasing has been proven to be workable and highly effective, while, in other countries, city municipalities have successfully pioneered the development of sophisticated public environmental purchasing policies. However, for the vast majority of countries and their major cities, the potential for green public purchasing remains woefully untapped. A key question is what would be the environmental impact if the majority of cities in Europe replicated the success stories of those leading the way? Public procurement has, after all, been an important tool in achieving other public policy goals such as defence. Why should it not be used as a tool to defend the environment? The RELIEF project, funded by the EU's "e;City of Tomorrow and Cultural Heritage"e; programme was established to answer exactly this question: to define the true potential of eco-procurement and to develop a strategy for change in Europe. Buying into the Environment is the result of the research segment of the project which has now been completed. A further stage-to design a Europe-wide action plan will follow in 2004.The book, organised under the auspices of the International Council on Local Environmental Initiatives (ICLEI) analyses national approaches already tested, and provides in-depth surveys on the pioneer cities such as Hamburg, Malmo and Zurich. Serious attention is given to city-specific hurdles which have been faced and overcome. The most relevant product groups for eco-procurement such as construction, transport, energy, information technology, furniture and food. are also analysed.Uniquely, the book also provides calculations on the environmental benefits potentially achievable through greener purchasing. Tools were developed and tested by the RELIEF researchers on the environmental assessment of products, public buying power and on evaluations of market conditions in order to provide scenarios for the application of green purchasing at a European level. The conclusions are that there is huge potential for both local and central governments to adapt their behaviour patterns and purchase in a more environmentally responsible way. For example, 18% of the EU's Kyoto Protocol commitment could be achieved if major cities in the European Union purchased green electricity. The results are complemented by new ideas on how best to foster innovation in public contractual arrangements-to encourage the development of products such as super-energy-efficient computers and fuel cells-and how the legal system may require adaptation and reform. The results presented in this book will provide an indispensable resource for municipalities, governments, researchers and business practitioners looking for answers on how public procurement can have a fundamental and manifestly positive effect on the environment.

Governing Sustainable Cities

Urban governance and sustainability are rapidly becoming key issues around the world. Currently three billion people - half the population of the planet - live in cities, and by 2050 a full two-thirds of the world's population will be housed in ever larger and increasingly densely populated urban areas. The economic, social and environmental challenges posed by urbanization on such a large scale and at such a rapid pace are staggering for local, regional and national governments working towards sustainability. Solutions to the myriad problems plaguing the quest for sustainability at the city-level are equally as diverse and complex, but are rooted in the assumptions of the 'sustainability agenda', developed at the Rio Earth Summit and embodied in Local Agenda/Action 21. These assumptions state that good governance is a necessary precondition for the achievement of sustainable development, particularly at the local level, and that the mobilization of local communities is an essential part of this process. Yet until now, these assumptions, which have guided the policies and programmes of over 6000 local authorities around the world, have never been seriously tested. Drawing on three years of field research in 40 European towns and cities, Governing for Sustainable Cities is the first book to examine empirically the processes of urban governance in sustainable development. Looking at a host of core issues including institutional and social capacity, institutional design, social equity, politics, partnerships and cooperation and creative policy-making, the authors draw compelling conclusions and offer strong guidance. This book is essential reading for policy-makers, politicians, activists and NGOs, planners, researchers and academics, whether in Europe, North America, Australasia or transitional and developing countries, concerned with advancing sustainability in our rapidly urbanizing world.
