Research in the field of sustainable development (SD) suggests that the way in which sustainable development thinking has been infiltrated from a global perspective down to a more local one, leaves room for question as to whether or not the ideas of SD are being internalised in the self-same way by all stakeholders. This study aims to investigate whether SD thinking is universal across different groups in order to deduce how effective implementation of sustainable practices can and will be. The project is a case study of SD thinking amongst local residents of the small Swedish community of Östersidan in comparison to SD thinking from a local government perspective as proliferated through the Local Agenda 21 objectives of the local municipality under which Östersidan falls. The investigation was conducted by a series of semi-structured, in-depth interviews with local permanent residents and local municipal officials. Analysis was made using a constant comparative approach to analysing qualitative data.

During the 1992 United Nations Earth Summit in Rio de Janeiro, Brazil, 178 countries adopted Agenda 21 as a non binding global environmental plan for sustainable development.The document underscored the important role of States in the implementation of sustainable development at the national level and also serves as a blueprint for governments in the implementation of sustainable development.This work examines the implementation of sustainable development in Nigeria within the framework of Agenda 21. It suggests inter alia that corruption and insufficient public participation are some of the major obstacles to the implementation of the sustainable development objectives of Agenda 21 in Nigeria. To enhance the realization of the objectives of Agenda 21 in Nigeria, the author recommends inter alia the establishment of a constitutional right to sustainable development alongside inter generational rights and the recognition of the public trust doctrine as well as the adoption of budget analysis. In order to do so the assignment will start with the description of such a holistic conception, namely the so-called pillar-model, which comprises interlinked and interdependent dimensions or spheres of sustainable development - the economy, ecology, political institutions and social aspects. This chapter will combine the description of the model with a summary of two significant documents. Furthermore a special focus already has to be set on issues for sustainable development, that arise from multi-level systems of governance, by analyzing the competences and efforts of the European Union and the Federal Republic of Germany in the political field of sustainable politics - and the deductive obligations for Berlin. As I will demonstrate for the case of legislative principles in the European Union substantial shifts on the superordinate level may affect the local level in the implementation and the conception of one's own initiatives. Afterwards, I will present two initiatives of Berlin - Berlin's Local Agenda 21 and the Environmental Relief Programme (ERP). All of these programmes have to be put into perspective in my conclusion, whether one can talk about a genuine approach of the Land of Berlin, or if Berlin just complies with its obligations in the multi-level political system. Throughout the assignemt I will follow the assumption, that Berlin is heavily bound by systematic obligations and financial constraints. In those areas, where the city finally designs and implements programmes, it is obliged to do so and to rely on financial support to conduct the initiatives, respectively this support is a significant incentive.

This book presents good practices in Asia and ASEAN countries for effectively promoting advances in response to climate change, which can help to achieve sustainable development in Asia and around the world. As a proposal, the aim is to influence the discussions at COP 21 by providing a positive agenda with concrete actions from an Asian perspective. The book is divided into three parts. Part 1 describes the greenhouse gas (GHG) reduction scenario from an Asian perspective and in line with global 2 ° targets. Based on modeling analysis, the studies demonstrate the theoretical potentials and send the policymakers at COP 21 the positive message that “Asia can reach the target.” As Asian countries vary in terms of their economic strength, country-specific scenario studies for the two giants China and India as well as for Japan and Vietnam are introduced to show the different approaches for each country. Part 2 shows successful examples of how modeling analysis are reflected in actual policy development, which provides practical guidelines to help policymakers develop their own roadmaps with stakeholder dialogue, not only in Asia but also in other regions of the world. The Nationally Appropriate Mitigation Action (NAMA) roadmap development in Thailand as well as the Iskandar Malaysia project show at the country and city level how researchers and policymakers are working closely to succeed. Part 3 focuses on a number of sector-specific activities including transportation, forestry, capacity development, and inventory work in Asia. Rather than discussing the Low Carbon Society (LCS) concept in detail, the respective chapters highlight unique, concrete, and practically applicable examples from Asia, showing how Asian countries are addressing climate change mitigation issues in a collaborative manner, an approach that can be replicated in other regions. While the ultimate goal of this book is to facilitate international climate regime making, local government and international organizations (United Nations, World Bank, and others) officers, researchers, international NGO/NPOs, consultants, students (particularly those studying international relationships or environmental studies), as well as reporters will find this book useful in broadening their understanding of low-carbon development in Asia.
